When we say permanent hair reduction we are just talking about the reduction of hair growth to a certain area but at least 15% to 25% can be expected to grow back, but they are less noticeable and smaller in number than the original hairs. While permanent hair removal is the total removal of unwanted hair on a certain area, one example is the hair on the upper lip, which can be permanently removed by the method called Electrolysis. Some clinics are just claiming to have permanent removal but until now it is not proven yet if the effect is really permanent. In either case, permanent hair reduction has several advantages than permanent hair removal, and vice versa, it may just vary on the patient.
